Importance of the European Citizenship for the Council of Europe and the European Commission
For instance, in the Council of Europe, the Education for Democratic Citizenship project was initiated in 1997; the European Year of Citizenship through Education was launched in 2005 and a project on Education for Democratic Citizenship and Human Rights is currently on-going.
In the European Commission, the White Paper on “a new impetus for European youth” encouraged EU Member States to promote young people’s active citizenship. In July 2006, the European Commission adopted a Communication on the active European citizenship of young people. European citizenship is also one of the priorities of the Youth in Action Programme 2007-2013.
Despite all this, many young people still do not exactly know what this concept means and, above all, they do not know how they could integrate this new concept into their youth work.
