From 2000 to 2006, there were two types of Community action for youth:
• support for projects covered by Decision No 1031/2000/EC of the European Parliament and of the
Council of 13 April 2000 establishing the "Youth" Community action programme.
• contributions to the operating costs of European youth NGOs and the European Youth Forum
(EYF). Between 2004 and 2006, this support was covered by Decision No 2006/2004/EC of the European
Parliament and of the Council of 21 April 2004 establishing a Community action programme to promote
bodies active at European level in the field of youth.
Given the concomitant final evaluation of the two instruments and the fact that they were merged
into one programme as of 2007, the Commission has drafted a single report to present the
conclusions drawn from the evaluations and the recommendations to be applied to the Youth in Action
programme (2007-2013).
