Partners Institutional partners The co-operation between the European Commission and the Council of Europe in the field of youth is embedded in the ‘Youth in Action’ Community Programme. It stipulates that the European Union shall contribute to the development of policy co-operation in the youth field and therefore strengthen its co-operation with international organisations, in particular the Council of Europe. For the Council of Europe, the Heads of State and Government of its Member States stressed in their Warsaw summit in 2005 to strengthen co-operation with the European Union in areas of common interest, in particular in theyouth field(s), including through joint programmes. The European Ministers responsible for Youth re-affirmed in their Resolution on the priorities of the Council of Europe’s youth sector 2006-2008 the priority to strengthen co-operation with the European Union. The European Commission and the Council of Europe aim at involving and using the multiplier potential of the partner institutions’ networks, including the European Youth Forum, National Agencies, the SALTO Resource Centres, Eurodesk, and the Council of Europe’s governmental (CDEJ) and non-governmental partners (Advisory Council) and networks. The partnership activities benefit also from the accumulated experience of the European Youth Centres in Strasbourg and Budapest and of the North-South Centre of the Council of Europe.
